EMPLOYMENT LAW: Obama Proposes $301 Billion Budget to Curb High Jobless Rate Among Blacks

Washington - US President Barack Obama has proposed a $301 billion budget for the 2011 fiscal year to curb the increasing unemployment rate among black workers.

While the national jobless rate has slightly decreased from 10 percent to 9.7 percent in January, workers from minority groups, particularly African-Americans with their 16.5 percent unemployment rate, are the most affected sectors.

According to the budget proposal, which was sent to the members of the Black Leadership Forum, the fund will “give African-American families the tools and opportunities to succeed.”

The proposal, titled “Expanding Opportunities for African-American Families”, states that the “widespread unemployment rate is still unacceptably high” despite the economy is “showing signs of health.”

“The President aims to jumpstart job creation…and to strengthen the economic security of families, so the country will be on the path of fiscal responsibility”, the proposal states.

The budget proposal focuses on these key programs which include job creation; strengthening of job training system; stricter enforcement of anti-discrimination laws; assistance to families struggling with child care cost, mortgage expenses, and malnutrition; and funding for the public education system.

Meanwhile, several advocacy groups have welcomed the proposal which is yet to be formulated into a bill.
